By far the largest investment to acquire oil and gas production is the cost of drilling the well or the purchase price of existing production.  All owners and operators make this investment.  The well is a necessary and expensive means to evaluate the subsurface for mobile oil and gas.

Unfortunately, much less to little investment is placed in evaluating the well because data acquisition and testing costs are “extras” that do always have an obvious value.  Also, after TD, there is always a foreseeable rush to avoid rig costs during the decision to set or casing or p&a the well or to make deadline to place a bid on an existing producing property.
